The monsters were the creatures that had been born from the darkest corners of our imagination, and they had come to life in front of us. They become our personal demons that we have little hope of battling unless we become aware of them.
For example, the two-faced man is a man who wakes up one day to discover that he has sprouted another face, on the opposite side of his head. He tries to remove it, but then decides to keep it. All he sees are its benefits and so he decides to live with it.
The two-faced man is a good example of how the regime attempted to paint one thing as another. The regime had the power to change and distort reality. They may have tried to seem like they were doing things for the common man, but deep down they just wanted to enslave people.
